Abstract

Seventy-five years after Independence, India has much to be proud of. We are the world’s biggest democracy as well as the fastest-growing large economy. Yet, we also face profound challenges that hinder both individual well-being and aggregate growth, including education and skills, health and nutrition, public safety, justice, social protection, and jobs.

The speaker shall systematically analyse India’s governance challenges, especially in delivering essential public services, and highlights how these are limiting India’s development.

About the Speakers

Arvind Virmani

Arvind Virmani is member of NIti Aayog. He was Chairman of the Foundation for Economic Growth and Welfare (EGROW) and President of the Forum For Strategic Initiatives (FSI, Delhi). He has been a Mentor (economic policy) to FICCI & a member of RBI Technical Advisory Committee on Monetary policy.

He was earlier Executive Director, IMF and Chief Economic Advisor, Ministry of Finance and Principal Advisor, Planning Commission. During his tenure he advised on a host of economic policy reforms, through 100s of policy papers, notes and committees. He has served as Member, Telecom Regulatory Authority of India (TRAI) and as Director & Chief executive of the Indian Council for Research on International Economic Relations (ICRIER).

He has published 35 journal articles and 20 book chapters and written over 50 other working papers in the areas of Macroeconomics, growth and finance, tax reform, International trade & Tariffs, International relations, and national security strategy.

Karthik Muralidharan

Karthik Muralidharan is the Tata Chancellor’s Professor of Economics at the University of California, San Diego (UCSD). Born and raised in India, Prof. Muralidharan earned a bachelor’s degree in economics from Harvard University (summa cum laude), an M.Phil. in economics from Cambridge University (ranked first), and a Ph.D. in economics from Harvard University.

His research spans development, public, and labor economics with a focus on improving the effectiveness of public spending in the social sector (education, health, and social protection programs). His research program is characterized by large-scale randomized experiments conducted in partnership with governments to study the impact of programs and policies at scale. His research has been published in leading economics journals including the American Economic Review, Quarterly Journal of Economics, and Journal of Political Economy; and also been featured in global media outlets including the New York Times, Wall Street Journal, Financial Times, and the Economist in addition to several leading Indian newspapers.

Prof. Muralidharan is a Research Associate of the NBER, on the Board of Directors of the Poverty Action Lab at MIT where he is co-chair of the education research program, and a Fellow and Board Member of the Bureau of Economic Analysis of Development (BREAD). He is actively involved in policy advising and capacity building in India at both the central and state- government level, writes a column on economic policy for the Hindustan Times, and teaches a popular course on the Indian Economy at UCSD.
