About the Speakers

Dr. Ashok Vishandass

Ashok Vishandass, Professor (Applied Economics) (IIPA) has interest in Sustainable Agriculture, Risk Management, International Trade & Commerce. As ex-Chairman (CACP) in the Ministry of Agriculture and Farmers Welfare at the level of the Secretary to the Govt. of India, he has rich experience of formulation of Agriculture Price and Non-Price Policies, nuances of fixing MSP of various agriculture commodities. Before joining IIPA, he had also served FAO of United Nations Organisation (UNO) as the Chief Technical Adviser. In his stint with the UNO, he provided high-level technical and economic advice relating to Food Security, SDGs, agricultural Marketing and brought out eight Reports.

Prof. Ashok holds Ph.D. (Agri. Economics), M.A. (Economics) (University of Manchester), M.B.A. (Financial Management), PG Diploma in Population and Development (JNU), M. Stat. (Master of Statistics) (Gold Medalist).

Rattan Chand

Dr Rattan Chand is one of the founding Directors, EGROW Foundation. He is a former officer of the Indian Statistical Service and has served the Government of India in various positions for more than 35 years. While in the service, he worked closely with many Development Partners including USAID, World Bank, United Nations, World Health Organization etc. He has represented the Government at many national and International Meetings, Conferences and Seminars in the Health Sector. As Chief Director, in the Ministry of Health and Family Welfare, he was responsible for Monitoring and evaluation and during his tenure many activities like establishing Health Management Information System (HMIS), Annual Health Surveys, District Level Household Surveys and National Family Health Survey were initiated and completed.

He obtained Ph.D. in Population Studies from IIPS, Mumbai, PG Diploma in Population and Development from JNU and Master of Statistics from Punjabi University.

Col (Dr) Mohinder Pal Singh

Col (Dr) Mohinder Pal Singh is a graduate in science form prestigious St Xaviers College, Mumbai. He is an MBA from IIFT , New Delhi and a gold medalist in MSc from Allahabad University. He has completed his Doctorate in international relations from the Department of Defense and Strategic Studies, University of Allahabad. He has published number of articles in all leading journals and websites on strategic issues.

He has served in the Indian army, in the elite Infantry Regiment for thirty years tenating various appointments in all kinds of terrain and operations . He was also awarded ‘Chief of Army Staff Commendation’ for his work. He has been an instructor in Infantry School and an Assessor in the Officer Selection Process for over six years. He successfully commanded administrative battalion.

Apart from his extensive experience in army and his academic pursuits he is also a prolific writer who has to his credit many articles in books on strategic and national security subjects and has individually authored five books. His two recent books ‘Teams of Tomorrow’ and ‘Myanmar and its Strategic Dilemmas’ have been well received in the environment. He is currently Director of EGROW Foundation.

Upinder Sawhney

Upinder Sawhney is an Expert at EGROW Foundation. She is a distinguished economist and a former professor at Panjab University, Chandigarh. She served as Chair of the Department of Economics from 2007-2010 and 2016-2019, and has extensively published on Indian economic public policy in both national and international journals. She led various international and domestic projects, including the Government of India's Scheme for Promotion of Academic and Research Collaboration (SPARC) with Copenhagen Business School, Denmark, and University of Wurzburg, Germany, titled "Macroeconomic Effects of Ageing in India – Lessons from European Union," and a World Bank-sponsored Budgetary Analysis at the State Level, 2004-05. She contributed to various committees, such as the Fourteenth Finance Commission and the Regional Direct Taxes Advisory Committee.

Sawhney has been involved in various advisory and editorial roles in multiple academic journals and boards of studies. She was a Visiting Scholar at Lee Kuan Yew School of Public Policy, National University of Singapore, and supervised and hosted a Fulbright fellow from the University of Florida. Her accolades include the DAAD-UGC Fellowship and the Fulbright-Nehru Fellowship.

Raman Agarwal

Raman Aggarwal is the Director of Finance Industry Development Council (FIDC). He is currently working as Sr.Vice President, Head – Corporate Affairs with SREI Equipment Finance Ltd. He has more than 27 years of working experience in the NBFC sector. He is a member of Advisory Groups to Ministry of Finance & RBI, Core Group setup by Ministry of Corporate Affairs,and Special Task Force at FICCI. He is the Chairman of National Council on NBFCs & Member, Managing Committee at ASSOCHAM and the Co-Convenor Industry Govt Interface Panels at Indian Construction Equipment Manufacturers’ Association (ICEMA). He is a Member of Academic Advisory Council of New Delhi Institute of Management and Guest Faculty at Institute of Chartered Accountants, India (ICAI) & International Management Institute (IMI), New Delhi.

Ajit Pai

Ajit Pai is Head of Policy, Ola and Chairman, Delhi Urban Art Commission. He was previously Strategy Lead Partner for Government and Public Sector at EY’s Strategy and Transactions group. He was Distinguished Expert, NITI Aayog, where he headed Economics & Finance, oversaw Public Disinvestment and Public Enterprises., was Consultant to the Vice Chairperson, and handled matters related to the World Bank, IFC, IMF, ADB, NDB, OECD, and the G20. He had a career in the private sector including working internationally at firms like McKinsey, Lazard, Thomas Weisel Partners and Stifel Financial, the latter two as Managing Director. He has been awarded over six years a record five #1 Starmine Awards in the Forbes/Financial Times World’s Best Analysts Survey for forecast accuracy. He is on the Advisory Board of the Future Institute, and is registered with the Council of Architecture

E. Bijoykumar Singh

E. Bijoykumar Singh is Professor of Economics at Manipur University. He has been teaching Econometrics and Microeconomics at PG level and Data base of the Indian Economy at M.Phil/Ph.D. level. His areas of interest are Development Issues of North Eastern Region of India including border trade, Public Finance and Econometrics. He is an active member of North eastern Economic Association , the Indian Econometric Society ,the Indian Economic Association and Manipur Economic Association. He has edited 3 books and written extensively on various aspects of development in the northeastern region of India.

Nirmala Padmanabhan

Dr. Nirmala Padmanabhan was a faculty of Economics for 26 years for post-graduation and graduation and has handled subjects such as financial markets and systems, international trade and monetary systems. She has experience in budget analysis and analysis of economic issues of the country and in rural economic development as part of the Unnath Bharath Abhiyan / community development projects. Presently, she is the Dean of Extension and Incubation in St. Teresa's College, Ernakulam with overall charge of community development projects undertaken by the college and responsible for overall guidance to the business incubation and entrepreneurship development initiatives of the college.

Dr. Nirmala Padmanabhan was Member of the Public Expenditure Review Committee of the Government of Kerala in 2020-21. She was also a Member of the Working Group on Gender and Development to prepare Plan of Action for 14 Five Year Plan of the Government of Kerala in 2021-22. She was also a Member of the Working Group on Financial Resource Mobilisation to prepare Plan of Action for 14 Five Year Plan of the Government of Kerala in 2021-22. Dr. Nirmala Padmanabhan is a Director in and holds 6.94% of the paid-up capital of BhuME Women's Collective Pvt. Ltd. Dr. Nirmala Padmanabhan is a post graduate in economics and holds a doctorate and has special knowledge and practical experience in economics.

Dr. Nirmala Padmanabhan was appointed on the Board of the Bank with effect from 09.11.2022.

Saswati Choudhury

Saswati Choudhury has been with OKDISCD, Guwahati since 2002. Prior to her joining OKDISCD, an ICSSR Institute, she was Ph.D Fellow at Indian Institute of Bank Management, Guwahati. Her area of work includes, Regional Development, Gender and Health.

Rajeshwari U.R.

Rajeshwari U.R. is working as Associate Professor in the Department of Economics, Christ University . She is a recipient of Nandan Nilekani Fellowship and RBI Scholarship.She is Member In Professional Bodies, Karnataka Economic Association and Board of Studies, BASE, Bangalore. Her research interest lies in the area of Public Finance, Development Economics and econometrics. Rajeshwari U.R contributes valuable insights to the industry. With a robust skill set that includes Report Writing, Excellent Analytical Skills, Policy Analysis, Academic Program Development, IPR and more.She is a Gold Medalist from Karnataka University.
