Short Bios

Rattan Chand

Dr Rattan Chand is one of the founding Directors, EGROW Foundation. He is a former officer of the Indian Statistical Service and has served the Government of India in various positions for more than 35 years. While in the service, he worked closely with many Development Partners including USAID, World Bank, United Nations, World Health Organization etc. He has represented the Government at many national and International Meetings, Conferences and Seminars in the Health Sector. As Chief Director, in the Ministry of Health and Family Welfare, he was responsible for Monitoring and evaluation and during his tenure many activities like establishing Health Management Information System (HMIS), Annual Health Surveys, District Level Household Surveys and National Family Health Survey were initiated and completed.

He obtained Ph.D. in Population Studies from IIPS, Mumbai, PG Diploma in Population and Development from JNU and Master of Statistics from Punjabi University.

Debasisha Mishra

Dr Debasisha Mishra is currently associated with IIM Shillong in the capacity of Associate Professor in the area of Strategic Management and Business planning since September, 2026. He teaches various subjects such as Competitive Strategy, Corporate Strategy, Management Lessons from Indian Mythology and Management Learning from Kautilya Arthsastra etc. Before joining academics, he worked in Information Technology Industry for 12 years in India and USA in responsible positions. His work summary is attached below.Dr Debasisha Mishra research interest includes topics such as strategic outsourcing, software project management and system dynamics study. Few of his important publications are given below. Dr Debasisha Mishra conducts entrepreneurship programs for youths of north-east India and teaches in management development programs regularly.

Satish Mishra

Dr. Satish Chandra Mishra is the Founder and Executive Director of the Arthashastra Institute, an organization based in Bali, Indonesia. Satish Mishra brings experience from previous roles at Arthashastra Institute, Bali, United Nations Capital Development Fund, Strategic Asia Institute Bali and Strategic Asia. Satish Mishra holds a 1972 - 1979 Doctor of Philosophy (Ph.D.) in Economics at University of Cambridge. With a robust skill set that includes Public Policy, Management, Government, Stakeholder Engagement, International Development and more.

Sweta Saxena

Ms. Sweta Saxena was the Chief of Staff and the Acting Director of Gender, Poverty and Social Policy Division at the United Nations Economic Commission for Africa. From 2018–2022, she served as the Chief in the Macroeconomic Policy and Financing for Development Division at the UN Economic and Social Commission for Asia and the Pacific (UNESCAP) in Bangkok, Thailand, where she led 4 flagship reports that mainstreamed sustainable development in economic policymaking. Prior to this, Ms. Saxena worked at the IMF (Washington DC), BIS (Switzerland) and University of Pittsburgh (USA). Her research has appeared in top journals (AER, JEL, JIE).

Ms. Saxena has a PhD in economics from the University of Washington, an M.A. in Economics from the Delhi School of Economics and a B.A. in Economics from Lady Shri Ram College, Delhi University.
