Abstract

War diplomacy typically involves a variety of diplomatic efforts, including negotiations, mediation, and other forms of dialogue between parties involved in the conflict. The goal is often to prevent the conflict from escalating further and to find a peaceful resolution to the underlying issues that have led to the conflict.

However, it is important to note that war diplomacy is not always successful in preventing or resolving conflicts, and in some cases, military action may still be necessary. Nonetheless, the use of diplomacy can help to reduce the likelihood of violence and promote more peaceful outcomes.

In the webinar the panelists will deliberate war diplomacy in the context of a potential or ongoing armed conflict.

About the Speakers

Amb. Manjeev Puri

Manjeev Singh Puri is presently Distinguished Fellow at The Energy and Resources Institute (TERI) and a Distinguished Visiting Fellow with the Ananta Centre. He is a former Indian Ambassador. He joined the Indian Foreign Service in 1982 and served as Ambassador of India to the European Union, Belgium, Luxembourg (2013-2017) and Nepal (2017-2019). He has also served as Ambassador/Deputy Permanent Representative of India to the UN from 2009-2012, a period during which India was on the Security Council. Prior to that, from 2005-2009, he headed the division in the Ministry of External Affairs dealing with UN issues on the social and economic side. In addition, he has served twice in Germany (in Bonn and Berlin), in Cape Town, Muscat, Bangkok and Caracas. He retired on 31 December 2019 in the rank of Secretary, Government of India.

Major areas of his experience relate to multilateralism (UN), Europe and Nepal and he was involved as a lead member of the Indian delegation at numerous global negotiations on, migration, human rights and UN reforms. His professional focus has been on issues relating to the environment, climate change and sustainable development. He was a lead negotiator for India at the UN on issues relating to the post 2015 development agenda, Sustainable Development Goals and at the UN Conference on Sustainable Development held in Rio de Janeiro, Brazil in June 2012. He was a key member of India's delegation at various Climate Change negotiations, including the Conference of Parties of the UNFCCC in Copenhagen in December 2009 and before that at Montreal, Bali, Bonn and Poznan. Furthermore, he was involved with India's participation in the G8-G5 Summits from 2005 and was the point-person for the Major Economies Forum.

Ambassador Puri has a Masters’ degree in Management and did his BA (Honours) in Economics from St. Stephen's College, Delhi.

Lt. Gen. PS Rajeshwar

Lt Gen PS Rajeshwar was commissioned into the Regiment of Artillery in December 1980. A gunner and aviator, he is an alumnus of the Defence Services Staff College, Army War College and National Defence College(s) in New Delhi and Philippines. He has actively taken part in Operation Meghdoot and Operation Rakshak. He commanded a Medium Regiment in Operation Parakram, an infantry brigade on the Line of Control, a Counter Insurgency Force in Jammu & Kashmir and a Corps in the Desert sector.

He also served on key staff assignments and UN Peacekeeping missions in Mozambique and Rwanda. His apex responsibilities, both tri-service, included the Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee (CISC) and the Commander-in Chief of the Andaman & Nicobar Command (CINCAN) from where he retired in May 2020.

Atul Kaushik

Atul Kaushik retired as Additional Secretary, Lok Sabha, where inter-alia he conducted research and workshops for Members of Parliament. His areas of work while in service with the Government of India included export promotion, bilateral and multilateral trade policy, petroleum, climate change, and justice. He was India’s negotiator for international trade and climate change and India’s lawyer in the Permanent Mission of India to the World Trade Organisation in Geneva. He has served on the Board of Directors of public sector undertakings.

He has delivered trade and development projects in Africa and for African and South Asian trade negotiators in Geneva, and an Indo-U.S. Triangular Development Partnership program in New Delhi. He has served as a consultant to UNCTAD, OECD, IISD, and GIZ among others. He conducts training programs in the National Judicial Academy, the Indian Institute of Foreign Trade, and the Institute of Secretariat Training and Management of the Government of India, among others.

Prof. Srikanth Kondapalli

Srikanth Kondapalli is an Honorary Fellow of the Institute of Chinese Studies and Professor in Chinese Studies at School of International Studies, Jawaharlal Nehru University. He is currently Chairperson of Centre for East Asian Studies, School of International Studies, Jawaharlal Nehru University and Research Associate at Centre for Chinese Studies, University of Stellenbosch, South Africa. He served at Institute for Defence Studies & Analyses, New Delhi for nearly 12 years. He is educated in Chinese studies in India and China with a specialisation in Modern Chinese History in Master of Arts at Osmania University at Hyderabad, Master of Philosophy and Doctor of Philosophy in 1989 and 1995 respectively in Chinese Studies Division of School of International Studies, Jawaharlal Nehru University, New Delhi. He learnt Chinese language at Beijing Language & Culture University and was a post-Doctoral Visiting Fellow at People's University, Beijing from 1996-98. He was a Visiting Professor at National Chengchi University, Taipei in 2004 and a Visiting Fellow at China Institute of Contemporary International Relations, Beijing in May 2007.

He has published several books, monographs, co-edited and several articles in edited books and in national and international journals and newspapers. He has presented several research papers at national and international conferences and lectured at Indian academic, defence, and media establishments. He is a guest faculty member at National Defence College, College of Naval Warfare, Army War College, Indo-Tibetan Border Police Academy and Border Security Force Academy.

Prof. RS Deshpande

R S Deshpande is a Former Director of Institute for Social and Economic Change, Bangalore. He was formerly National Fellow, Indian Council of Social Science Research (ICSSR). He was the initiator of the proposal and founding Director of Bengaluru Dr. B. R. Ambedkar School of Economics.

He steered the mega study on “Farmer at the Millennium” and he was the architect of Karnataka’s Agricultural Policy 2006 and Chaired many Policy Bodies in the Agricultural Sector. He participated in the deliberations at the Planning Commission from the 9th Plan onwards. He was on the Research Advisory Committee of the Indian Council of Agricultural Research, Central Silk Board and also a member of the selection panel under CACP. He was trustee of Indian Institute of Education, Pune, and President of the Foundation for Research in Health Systems, Bangalore.

He has authored 22 books, and more than 125 research papers published in national- international journals and completed 49 research studies. He is a recipient of many awards and gold medals especially PNASF Gold Medal for Agricultural Policy, Life Time Achievement Award from Aurangabad University, Sir M Visveswaraya award in excellence in Education. Further, he received a Lifetime Achievement Award from Dr Babasaheb Ambedkar Marathwada University.

He is M.A with Econometrics and PhD in Economics.
