About the Speakers

Amb. Shyam Saran

Shri Shyam Saran is former Foreign Secretary of India and has served as Prime Minister’s Special Envoy for Nuclear Affairs and Climate Change. He is currently Member of the Governing Council of the Institute of Chinese Studies (ICS) and of the Centre for Policy Research (CPR), a Trustee at the World Wildlife Fund (India), President of India International Centre (IIC) and Member of the Executive Council of the Federation of Chambers of Commerce and Industry (FICCI). He has headed the Research and Information System (RIS) for Developing Countries, a prestigious think tank focusing on economic issues (2011-2017) and was Chairman of the National Security Advisory Board under the National Security Council (2013-15). He has recently published a book, How India Sees the World.

Amb. Saran was awarded the Padma Bhushan, the third highest civilian award, in 2011 for his contributions to civil service. In May 2019, he was conferred the Spring Order Gold and Silver Star by the Emperor of Japan for promoting India- Japan relations.

Dr. Shi Yinghua

Dr. Shi Yinghua is a senior research fellow and a professor in Chinese Academy of Fiscal Sciences (CAFS),MOF,China. She serves as Director of Research Center on Macroeconomic Theory and Policy at CAFS. She is a council member of the Society of Public Finance of China, Vice Chairman of the Regional Finance Research Committee, Executive director of national budget and Accounting Research Association,Member of the editorial board of the Blue Book of Chinas Fiscal Policy. Since 1996, she devotes herself in the research on fiscal theory and policy for CAFS. Her main research areas are fiscal policy, macroeconomic, climate finance, public expenditure management, etc. She has published several important papers, monographs and books. She worked as a visiting researcher of SIEPR at Stanford University during 2004-2005. She has participated in the 64th Annual Meeting of the International Institute of finance, The third and Sixth Tokyo Fiscal Forum, Annual Economic Consultations on China of AMRO. She visited Germany, Denmark, Sweden, Australia, New Zealand, USA, UK, Netherlands, Cambodia, Pakistan, Thailand and Japan for fiscal policy consultation and academic exchange.

Lt Gen (Dr) Rakesh Sharma

Lt Gen (Dr) Rakesh Sharma was commissioned in Gorkha Rifles in 1977, and had a career spanning forty years in the Army. He has had extensive operational experience in Jammu and Kashmir, North East and on the Western Borders. The officer had trained the Botswana Army for three years in Africa, and attended the National War College at Abuja, Nigeria. Lt Gen Rakesh Sharma attended the NDC at New Delhi. He was Research Fellow at Institute for Defence Studies and Analyses and has done PhD in Defence Studies. General Rakesh Sharma commanded the Fire and Fury Corps in Ladakh responsible for Kargil, Siachin Glacier and Eastern Ladakh – facing both Pakistan and China. The General was the Adjutant General of the Indian Army responsible for the Human Resource Management and superannuated in 2017. He has been awarded by the President of India. He is a regular participant in seminars, lectures in various institutions, and regularly writes for newspapers and military journals. He is currently DISTINGUISHED FELLOW with Vivekananda International Foundation (VIF) and Centre for Land Warfare Studies (CLAWS) and on the EXECUTIVE COUNCIL of Institute for Defence Studies and Analyses (IDSA) and of Global Counter Terrorism Council (GCTC).
