Abstract
Mizoram’s economy presents a distinctive profile within India’s Northeastern region, shaped by its hilly terrain, demographic structure, and developmental priorities. Agriculture and allied sectors continue to support livelihoods, though the state is undergoing a structural transformation with a gradual shift toward industry and services. In 2025-26, Mizoram’s GSDP is projected at Rs. 36,089 crore, reflecting steady growth momentum. The service sector contributes nearly 46% of Gross State Value Added, industry about 33%, and the primary sector around 20%. Forestry resources—particularly bamboo—along with sericulture and a growing installed power capacity of over 265 MW provide important opportunities, while the service sector is driven by trade, tourism, education, and health remains the main growth engine.
On the fiscal side, the state budget for 2025-26 is pegged at Rs. 15,199 crore, with revenue receipts estimated at Rs. 12,948 crore. However, own tax and non-tax revenues account for only a small share, reflecting continued dependence on central transfers. Developmental spending is constrained, as capital expenditure constitutes just 17.5% of the total outlay.
This webinar will deliberate on how the state can broaden its resource base, improve expenditure quality, and leverage its comparative advantages in connectivity, natural resources, and human capital to achieve sustainable and inclusive growth.
About the Speakers
Vanlalchhawna
Vanlalchhawna is a Professor in the Department of Economics at Mizoram University. He has held several academic administrative positions, including Head of the Department of Economics, Chairman of the Board of Studies, and membership in the Academic Council, Mizoram University Court, and various Boards of Studies across disciplines such as Economics, Social Work, Public Administration, Education, and Forestry. His administrative experience includes serving as Finance Officer and Member Secretary of the Finance Committee at Mizoram University, as well as membership in the Finance Committee of the Central Agricultural University. He has contributed as an Expert Member of the Mizoram State Planning Board, Convener of the Study Group on Economic Policy, and member of various state-level committees such as the Mizoram Youth Commission, Public Expenditure Review Committee, Mizoram State Higher Education Council, Mizoram Cooperative Development Council, and the High Power Committee for restructuring Public Sector Undertakings in Mizoram.
He is a Life Member of the Mizoram Economic Association (MEA), the North Eastern Economic Association (NEEA), and the Indian Society for Ecological Economics (INSEE). He is also an Associate Member of the International Society for Development & Sustainability (ISDS), Japan. He holds a Doctor of Philosophy (Ph.D.) in Economics from North-Eastern Hill University (NEHU).
Sanjoy Hazarika
Sanjoy Hazarika is the Managing Trustee of the Centre for North East Studies and Policy Research (C-NES).He is an award-winning journalist, formerly with the New York Times. His books include Bhopal: The Lessons of a Tragedy; Strangers of the Mist: Tales of War and Peace from India’s Northeast; Rites of Passage: Border Crossings, Imagined Homelands, India’s East and Bangladesh; and Writing on the Wall, a collection of essays. As a columnist and specialist commentator on the Northeast and its neighbouring regions, Hazarika has written and published extensively on draconian laws like the Armed Forces Special Powers Act, the Eastern Himalaya, and freedom fighters from the Northeast.Hazarika has made over a dozen documentary films on a number of subjects including the Brahmaputra, the endangered Gangetic river dolphin, and the danger that women face in conflict situations. The films look at how communities and individuals, especially women, cope with conditions of acute conflict as in Rambuia, his latest documentary on Mizoram. These have been screened across India and at national and international film festivals and also in Dhaka, London, New York, Washington, Berlin, Göttingen and Vienna.
NVR Jyoti Kumar
NVR Jyoti Kumar is Senior Professor in Department of Commerce at Mizoram University. Previous he is Worked as Lecturer/Reader in PG Courses in VRS & YRN College, Chirala, AP, for 19 years during 1985-2004. He is Served as the Head, Dept. of Commerce, Mizoram University, Aizawl, during 2005- 11 and Serving as the Dean, School of Economics, Management and Information Science, Mizoram University, Aizawl, since 2016. He Published Four books, over 80 research papers in journals/edited books, and 50 articles in the editorial page of Eenadu, the largest circulated Telugu daily. He is Associated with several universities and national level institutions in different capacities. He holds PhD, MCom and BCom at Andhra University.
James LT Thanga
Prof. James L.T. Thanga is a Professor in the Department of Economics at Mizoram University. His primary research interests include poverty and income inequality, agriculture and rural development, and state finance. He began his academic career as a Senior Statistical Assistant in the Department of Economics, Mizoram University, serving from July 2005 to July 2012 before taking on faculty responsibilities.
Prof. Thanga is also a Life Member of the Mizoram Economic Association and the Geography Association of Mizoram, reflecting his engagement with the academic community. He has served in key roles for the Government of Mizoram, including as Chairman of the Expert Group for Social Impact Assessment and Expert Member of the State Planning Board. Within the university, he contributes actively as a mentor and academic administrator.
