Abstract

The Finance Commission is a critical institutional mechanism in India responsible for the equitable distribution of financial resources between the central and state governments. Article 280 of the constitution, its primary objective is to address fiscal imbalances by recommending a formula for sharing tax revenues. The commission assesses the economic and fiscal situation, taking into account factors like population, income levels, and special needs of states. Through its recommendations, it strives to ensure a fair allocation that promotes both fiscal discipline and socio-economic development. The Finance Commission has played a pivotal role in enhancing cooperative federalism, fostering financial stability, and addressing emerging challenges. The intricate balance it seeks to achieve between the Union and states contributes significantly to the overall economic governance of the country. India undergoes dynamic economic changes, the Finance Commission continues to evolve, adapting its strategies to promote inclusive growth and efficient resource utilization across regions. The webinar will discuss the ToR and scope of The Sixteenth Finance Commission.

About the Speakers

Sumit Bose

Mr Sumit Bose is Former Expenditure Secretary, Ministry of Finance. After superannuation was Member, Expenditure Management Commission set up to review the allocative and operational efficiencies of Government expenditure to achieve maximum output. The Commission concluded its work end February 2016 after giving a series of reports inter alia on fiscal management, defence expenditure, streamlining administrative processes and public procurement and social sector spending.

Immediately prior to superannuation, was the Union Finance Secretary (as Secretary, Department of Revenue). Had also served as Secretary (Expenditure) and Secretary (Disinvestment) as well as Secretary in the Thirteenth Finance Commission, consecutively in the Ministry of Finance, GOI since August 2007 till superannuation. Was member of the core group for the Union Budget from 2010 to 2015. Served the Government of Madhya Pradesh (GoMP) as Principal Secretary (Finance) during which tenure various reforms including fiscal responsibility legislation, outcome budgeting, extensive use of the PPP mechanism, contributory pension scheme was introduced in MP. Had also done an early stint in the Department of Economic Affairs, MOF, GOI as Deputy Secretary in the Fund Bank Division. Have been involved in several assignments in the field of education for more than eight years, first as Secretary, School Education in the GoMP and then as Joint Secretary in the Ministry of HRD, GOI. During the latter assignment, was responsible for the launch and execution of Sarva Shiksha Abhiyan for universalization of elementary education.

Have served the GoMP in the field, as the District Magistrate and Collector of Sidhi Rewa, Gwalior and Bhopal Districts. In the State Secretariat, besides Departments of Finance and Education, served in the Chief Minister's Office in two stints, first as Special Assistant as a junior officer and later as Secretary to the Chief Minister.

Sumit Bose is Chairman at Vidhi Centre For Legal Policy and Chairman at Jal Seva Charitable Foundation. Mr. Bose is also Member-Governing Body at The Barefoot College and Chairman-Governing Body at Parivaar Education Society and on the board of 14 other companies.

Dakshita Das

Dakshita Das is the former Additional Secretary, Ministry of Finance, Government of India. She joined civil service in the year 1986 and has over 35 years of experience in the Government. She was the MD and CEO of the National Housing Bank. She has also written extensively and is a published author. She has represented India in various forums. She has been awarded the Distinguished Alumni of the year award by her Alma Mater. She is a graduate from Lady Shriram College for Women, New Delhi.

Amitabh Kundu

Professor Amitabh Kundu is a Senior Fellow with the Sustainable Cities and Transport program at WRI India.
Dr. Kundu has been a Distinguished Fellow at Research and Information System for Developing Countries. He was Professor and Dean of the School of Social Sciences at Jawaharlal Nehru University, a member of National Statistical Commission and chaired the Post Sachar Evaluation Committee and that for estimating Urban Housing Shortage. He was Regional Adviser on Poverty at UNESCWA, Beirut and Consultant to Sri Lankan Government on Population Census.

Currently, he is chairing a committee to monitor the national survey, being conducted for Swatch Bharat Mission for the Ministry of Drinking Water and Sanitation. He was Visiting Professor at the University of Amsterdam, Sciences Po and Maison des Sciences de L’homme, University of Kaiserslautern and University of Wuerzburg. He was Director at various institutes in India and is in the Editorial Board of a large number of national and international journals. He has about twenty five books and two hundred research articles, published in India and abroad, to his credit.

Suresh Babu M

Suresh Babu M is a Professor in the Department of Humanities and Social Sciences, IIT Madras. Formerly, he was the lecturer at the Gokhale Institute of Politics and Economics, Pune. His areas of research interest are Applied Macroeconomics, Industrial Economics and Trade and Development. He was consultant for the Asian Development Bank for identifying “Growth Potentials in Kerala’s Industrial Sector” in 2000 and the ‘Local Consultant’ for the World Bank for the preparation of the Country Economic Memorandum in 1996. He is a Member in the WTO Forum on non-agricultural sector, Government of Kerala in 2003. He holds a PhD from the Jawaharlal Nehru University.

Vanlalchhawna

Prof. Vanlalchhawna is a Professor of Economics in Mizoram University which is a central university established in 2001. He is presently Finance Officer in Mizoram University. Expert Member, Mizoram State Planning Board (2016-19), Member, Mizoram Youth Commission (2010-14), Member, Mizoram State Higher Education Council (2014), Asst. Project Director, UNCTAD India Programme (MZU), 2008 & 2009; Member, Public Expenditure Review Committee (Mizoram) 2008, 2009, 2010, 2019 etc Prof. Vanlalchhawna was a Member of Mizoram Economic Association (MEA), North Eastern Economic Association (NEEA),The Indian Society for Ecological Economics (INSEE) and Associate Member, International Society for Development & Sustainability (ISDS) Japan. Prof. Vanlalchhawna areas of interest in Economics of Education, Public Economics, Ecological Economics.
