Abstract

Inflation targeting is a central banking policy that revolves around adjusting monetary policy to achieve a specified annual rate of inflation. Inflation targeting is a goals-based approach to monetary policy whereby a central bank seeks a specific annual rate of inflation for a country’s economy. The central bank can then use a range of policy measures, such as setting interest rates or open market operations (OMOs), to maintain that target. The panelists will provide a critical outlook on how inflation targeting has made the economies more resilient to prices and led to stable growth.

About the Speakers

Ravindra H. Dholakia

Professor Dholakia was the Economics Area faculty at IIM Ahmedabad from 1985 to April 2018 when he superannuated. He received the Most Distinguished Faculty Award for the year 2017-18 at IIMA. He has about 41 years of experience of teaching Economics to different groups like students, executives, policy makers and senior government officers. He was a regular visiting faculty to teach at the European Management Institute (ESCP-EAP), Paris from 2002 to 2005. He has collaborated on a series of research projects with the Earth Institute of Columbia University from 2004-05 to 2012-13. He has considerable practical experience working in high powered policy making and evaluation bodies in both the Central and State Governments in India. He was on the Monetary Policy Committee of India (2016-21). He was a member of the Sixth Central Pay Commission (2006-08) deciding revision of the pay and pension of more than 10 million employees in India. He was also a Member of the High Level Committees on Leveraging Postal Network in India (2014), HR Issues in the Merger of Air India and Indian Airlines (May 2011- Jan.2012), Public Expenditure Management (2009-10), and on Savings and Investment Estimation (2008-09) appointed by the Government of India; a Member of the Expert Committee on Restructuring of the State Public Sector Units (2004-08), the Public Debt Management Committee (2005-06), and the State Public Finance Reform Committee (1998 – 2000) appointed by the Government of Gujarat. He has recently chaired a Committee on Financial Sector Statistics (2016-18) and is currently chairing a Committee on Sub-National Accounts appointed by the Ministry of Statistics and Programme Implementation, Government of India (2018 onwards) and had chaired a Committee on Cost Saving and Resource Use Optimization in Air India, appointed by Ministry of Civil Aviation, Government of India (2013).

TCA Anant

Dr TCA Anant is an Adjunct Professor at the School of Public Policy and Governance, Tata Institute of Social Sciences, Hyderabad, off-campus. Dr Anant superannuated as a member of the Union Public Service Commission in 2023. Before this, he was a Professor and Head of the Department of Economics at the Delhi School of Economics (DSE), University of Delhi. He has also served as the Chief Statistician of India (CSI) and Secretary, Ministry of Statistics and Program Implementation from 2010 to 2018, and as Member Secretary, Indian Council for Social Science Research (ICSSR) from 2006 to 2009. As Member Secretary, ICSSR, Prof. Anant was instrumental in getting undertaken the fourth review of ICSSR. He also steered the research efforts of ICSSR in doing the first baseline survey of Minority Concentration Districts. Prof Anant has served on Expert Committees of various Ministries and Agencies of the Government of India, the Reserve Bank of India, the Competition Commission of India, Councils and Boards of several Universities as well as international organizations.

Prof. Anant received his PhD in Economics from Cornell University and his MA in Economics from DSE. He was Assistant Professor in Economics at Michigan State University, USA, and Reader and then Professor in DSE, where he started the course on Law and Economics in the MA program. His research has covered a wide range of areas, including Labor Economics, Industrial Economics, Law and Economics and Econometrics.

Sitikantha Pattanaik

Sitikantha Pattanaik is Chief Economist, NABARD and Former Executive Director, RBI. Prior to being promoted as ED, Dr. Pattanaik was an Adviser in the Department of Economic and Policy Research (DEPR). Dr. Pattanaik has, over a span of three decades, worked in the areas of economic research and monetary policy in RBI’s Monetary Policy Department and Department of Economic and Policy Research. He was with the Central Bank of Oman on deputation from RBI for about five years. As Executive Director, Dr. Pattanaik will look after the Department of Economic and Policy Research (DEPR).

Dr. Pattanaik has a Ph.D. in Economics from the University of Mumbai; an M. Phil in Economics from Jawaharlal Nehru University; a master’s degree in International Finance from the University of Amsterdam; and an MA in Economics from Utkal University, besides having earned professional qualifications including Certified Associate of Indian Institute of Banking and Finance (CAIIB).
