Abstract

The Kargil War, a significant military conflict between India and Pakistan in 1999, remains a critical event in the geopolitics of South Asia. As the Silver Jubilee of this conflict is commemorated, an attempt is made to provide an in-depth analysis of its multifaceted dimensions and lasting impact on regional and global geopolitics. Further, discussions shall involve long-term consequences of the conflict on Indo-Pakistani relations, regional security dynamics, and military balance. The panel shall also provide a comprehensive understanding of the Kargil War's legacy and its implications for contemporary and future geopolitical developments.

About the Speakers

Amb. G. Parthasarathy

Ambassador G. Parthasarathy IFS (Retd) was the Indian High Commissioner in Pakistan from 1998 until retiring from service in 2000. Mr. Parthasarathy was also the High Commissioner of India in Australia from 1995 to 1998 and High Commissioner of India in Cyprus from 1990 to 1992 and Ambassador of India to Myanmar from 1992 to 1995.

Mr. Parthasarathy has served as the Information Adviser in the Prime Minister’s Office with Prime Minister Rajiv Gandhi. He was associated with issues pertaining to analysis of development financing and performance of public sector enterprises and Economic Ministries while working in the Prime Minister’s Office. Mr. Parthasarathy was closely involved in financial planning related to specific projects both in the Ministry of External Affairs and in Indian diplomatic missions abroad.

He is also an Honorary Visiting Professor in the Centre for Policy Research in New Delhi; a Member of the Executive Council of the Centre for Air Power Studies, New Delhi and also a Member of the Editorial Board of the Indian Defense Journal. He holds a B.E. Degree in Electrical Engineering from the College of Engineering, Guindy, Madras in 1962. The Ambassador is an Army veteran and participated in the 1965 Indo-Pak war.

He currently writes an influential column in The Pioneer, Business Line and Rediff.com, mostly on foreign affairs. He is popularly regarded as a “hawk” when it comes to matters of India‘s defence and policy towards Pakistan and terrorism. He co-authored a book with ex-Pakistan Foreign Secretary, Dr. Humayun Khan. The book, Diplomatic Divide, debates the issues that divide India and Pakistan. In July 2018, he was appointed as the Chancellor of the Central University of Jammu.

Col. D.K. Salwan

Colonel D K Salwan, a veteran of the Indian Army, has served for 35 years from 1975 to 2010. He participated in various operations, including OP PAWAN

Lt. Gen. Vinod Bhatia

General Bhatia superannuated after 40 years of service as the Director General Military Operations, one of the key appointments responsible for the operational effectiveness and operational readiness of the Army. Commisioned in 6 PARA Special Forces, His leadership assignments include the command of 6 PARA Special Forces, a mountain brigade in the North East, A Division along the LoC and a Corps along LAC with China. He has participated in almost all Operations post 1971, including Op Cactus Maldives and Op All clear in Bhutan. In 1999 July as Director PARA SF at Army Headquarters he was tasked to obtain a first hand feed back to units in battle in Kargil, where he interacted with 28 infantry and Arty units and various HQs. He writes and speaks at various forums in India and abroad. He is a former Director of Centre for Joint Warfare studies. As Colonel of the Parachute Regiment he was responsible for the growth and enhancing Effectiveness of India's Special Forces.

Lt Gen Rajeshwar

Lt Gen PS Rajeshwar was commissioned into the Regiment of Artillery in December 1980. A gunner and aviator, he is an alumnus of the Defence Services Staff College, Army War College and National Defence College(s) in New Delhi and Philippines. He has actively taken part in Operation Meghdoot and Operation Rakshak. He commanded a Medium Regiment in Operation Parakram, an infantry brigade on the Line of Control, a Counter Insurgency Force in Jammu & Kashmir and a Corps in the Desert sector.

He also served on key staff assignments and UN Peacekeeping missions in Mozambique and Rwanda. His apex responsibilities, both tri-service, included the Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee (CISC) and the Commander-in Chief of the Andaman & Nicobar Command (CINCAN) from where he retired in May 2020.

Dr. Shishir Shrotriya

Dr. Shishir Shrotriya Is the Head Of Centre For Maritime Economy And Connectivity (Cmec) At The Research And Information System For Developing Countries (Ris), A New Delhi– Based Autonomous Policy Research Institute That Specialises In Issues Related To International Economic Development, Trade, Investment And Technology.

Dr. Shishir Shrotriya Is an Alumnus of The Indian Institute of Technology Iit Delhi. He Has Done Mtech and Phd from Iit Delhi. Dr. Shrotriya Specializes in Maritime Technology, Strategy and Management, And Has Steered India’s Indigenisation Initiatives in Naval Shipbuilding And Submarines.

Dr. Shrotriya Has Also Headed Several Key Naval Organizations in India and Worked on A Large Number of R & D And Innovation Activities. He Has Also Steered Task Forces / Groups on Fleet Modernisation, E-Governance and Knowledge Management. Dr. Shrotriya Has Also Served as Head of Faculty at The Indian Naval Academy, Kerala. He Has Also Been Instrumental in Establishing Coe on Techno-Strategic Studies at Cusat.

One Of the Key Tasks Undertaken by Dr Shrotriya Includes Integration of Small and Medium Enterprises Towards Strategic Projects. During His International Diplomatic Assignment (2019-2022), Dr. Shrotriya Was Engaged in Strengthening the Bilateral & Multi-Lateral Science, Technology and Innovation Collaboration Between Government, Industry, Academia and Startup Ecosystem Stakeholders. Dr. Shrotriya Has Also Held Various Senior Functionary Appointments, Including His Last Appoitment as The Deputy Director General - Quality Assurance at Mod, From Where He Retired from Naval Service As A Commodore.
