Abstract

The Union Budget of 2023 unveiled a promising narrative for the development of the North Eastern Region (NER), orchestrated by a substantial increase in allocations for the Ministry of Development of North Eastern Region (MDoNER) for the fiscal year 2023-24. The strategic focus primarily gravitates towards amplifying capital expenditure within the NER, envisaging a tangible and constructive impact. Furthermore, the budgetary allocations have been augmented to bolster initiatives specifically tailored for the welfare of the ST and SC communities, as well as to fortify the livelihood prospects of women and youth across the NER. This deliberate allocation underscores the government's resolute commitment to fostering comprehensive and inclusive growth within the NER. The panel shall analyse the impact of the budget towards the growth and welfare of the NER.

About the Speakers

Meenakshi Rajeev

Dr Meenakshi Rajeev is currently Professor of Economics at IIT Jammu. Previously, she was the Reserve Bank of India Chair Professor at the Institute for Social and Economic Change. She has worked as a faculty /taught in University of California at San Diego, Central Michigan University, USA, Centre for Studies in Social Sciences, Kolkata, Presidency College, Kolkata. Her areas of research include game theory, banking and credit market, industrial economics, development economics. She has published more than 100 articles in reputed journals and as working papers from India and abroad. Her recent books emerging issues in economic development from Oxford University Press and Financial Access of the Urban Poor in India: A Story of Exclusion from Springer are worth mentioning. She has visited a large number of universities in USA, UK, Germany, France and Norway, including Cornel University, University of California at San Diego, Kassel University, University of Essex etc. She has graduated from IIT Kanpur in Statistics and did her Ph D in Mathematical Economics from the Indian Statistical Institute, Kolkata.

M.P. Bezbaruah

Madhurjya Prasad Bezbaruah is the Professor and Head, Department of Economics, Gauhati University. He has 5 books, 50 papers in journals, 28 articles in edited volumes. He has also held several positions till date viz Member of ICSSR from 2017-2020,Director in the board of Assam Power Distribution Company Limited, Member of the RBI Committee on Financial Sector Plan for NE Region chaired by Usha Thorat, Deputy Governor, Reserve Bank of India, Director in the Board of Directors of the Assam Industrial Development Corporation from 2001 to 2005, Member of the Advisory Committee for Preparation of Human Development Report, Assam 2013. He is also an Expert, EGROW Foundation. He has completed his Masters in Economics from the Delhi School of Economics and Doctrate of Philosophy from Gauhati University.

E. Bijoykumar Singh

E. Bijoykumar Singh is Professor of Economics at Manipur University. He has been teaching Econometrics and Microeconomics at PG level and Data base of the Indian Economy at M.Phil/Ph.D. level. His areas of interest are Development Issues of North Eastern Region of India including border trade, Public Finance and Econometrics. He is an active member of North eastern Economic Association , the Indian Econometric Society ,the Indian Economic Association and Manipur Economic Association. He has edited 3 books and written extensively on various aspects of development in the northeastern region of India. Prof. E. Bijoykumar Singh was educated at Ramakrishna Mission School, Narendrapur, West Bengal (1968-74), Hindu College (1974-77) and Delhi school of Economics, Delhi University(1977-1983).

Indraneel Bhowmik

Indraneel Bhowmik is presently a Professor in the Department of Economics at Tripura University. Earlier he worked as Reader, Dept. of Economics, Tripura University from 29th April, 2009 to 28th April, 2012 and Worked as Assistant Professor in Economics at various Degree colleges under the Government of Tripura. He is Member of NEEA (North Eastern Economic Association), ISLE (Indian Society of Labour Economics) and ESSOT (Economic Sciences Society of Tripura). He has completed his Phd in Economics M.A, and B.A from Visva Bharati University, Santiniketan.
