Abstract
Viksit Bharat@2047 represents the Government of India’s visionary roadmap to transform the nation into a developed country by the centenary of its independence in 2047. It encompasses multiple dimensions of progress, including economic prosperity, social equity, environmental sustainability, and robust governance. This vision highlights the pivotal moment India faces today, calling for unwavering commitment, belief in the nation’s future, and a deep appreciation of its immense talent—especially among the youth. With the largest demographic share, the youth stand at the forefront of this transformative journey, playing a crucial role in realizing the aspirations of a Viksit Bharat by 2047. The webinar will explore the strategies, opportunities, and collaborative pathways essential for achieving this vision.
About the Speakers
Dr. Jugal Mohapatra
Dr Jugal Mohapatra is a post graduate in Economics from the Delhi School of Economics (1977). He also has a Master’s degree in Economics from Boston university, USA (1992).
He joined the Indian Administrative Service (IAS) in1979 and was allotted to the Odisha cadre. He held many senior level positions in the State Govt. including the post of Secretary (Rural Development), Secretary (Revenue), Secretary (Public Enterprises), Secretary to the Chief Minister, Development Commissioner and Additional Chief Secretary (Finance). He was also the Chief Secretary to Odisha Government in (2013-14). In the Central Govt. he served as a Joint Secretary in the Ministry of Rural Development during 2004-09. Subsequently, during 2014-16 he was Secretary to Govt. of India in the Dept. Of Fertilisers and Rural Development.
Post-retirement, he completed his doctoral research on the impact of privatisation on the performance of the divested state-owned enterprises (SOEs) from the XIM University, Bhubaneswar. He was the president of the Odisha Economic Association during 2023-24.
Currently, he is the non-executive Chairman of M/s. Shriram Finance Limited (a listed Nifty50 Company).
Amarjeet Sinha
Amarjeet Sinha is a Senior Fellow at the Centre for Social and Economic Progress, with over 40 years of experience in governance, rural development, and public policy. A 1983 batch IAS officer of the Bihar cadre, he retired as Secretary, Rural Development, Government of India, and later served as Advisor to the Prime Minister (2019–2021) and Member, Public Enterprises Selection Board (2022–2024).
He played a key role in shaping transformative initiatives like Sarva Shiksha Abhiyan, the National Rural Health Mission, and Gram Swaraj Abhiyan. His work focuses on inclusive development, human well-being, and public service delivery.
An acclaimed author, Sinha has published eight books, including The Last Mile (2023), and written over 100 op-eds. He teaches at premier policy institutions and advises several organizations, including the Sampark Foundation and Women’s World Bank. A Rhodes Scholar, he studied at St. Stephen’s College and Oxford University, continuing to impact policy through thought leadership and advocacy.
Dr. Anil B Suraj
Suraj holds a Ph.D. in Law and is Professor of Practice in the Public Policy area at the Indian Institute of Management, Bangalore (IIMB). He has designed and teaches a Doctoral course on ‘Public Administration and Law’ since 2008. In the years 2010 to 2012, Suraj has undertaken research work and presented reports on “Working of 74th amendment”; “Participatory Governance”; and “Urban Regulatory Institution” as part of the Centre of Excellence on Urban Governance at IIMB. Suraj works on various themes at the intersection of law, policy, and governance, and specializes in the areas of – Government-Business relations; and Citizen-centric policies.
