Dr. Charan Singh delivered the key note address titled "Augmenting Resources to finance Research" on December 8, 2018 at Garden City University, Bangalore.

He argued that domestic universities, like in advanced countries, should go beyond seeking Government Funds and should be self dependent. Indian Universities should tap alums and build endowments.

The main recommendations were to explore the following -

1. Tap foreign students
2. Try for collaborative research with foreign Universities
3. Improve the quality of Education and ensure employability of products
4. Seek local resources for research on local issues, tap national level institutions for research on national issues, and similarly for international issues.
5. Industrialists should invest in Indian Universities or start their own University.
